Being completely honest, I'm not able to tell whether this art is drew this way because of the lack of art skills, on purpose, or just due to pure laziness. To begin with the line art, nothing's symmetrical. Not even the circle tool eyes are the same size. (Side note, circle tool is something you should never use, unless when it's being used for cartoon-like backgrounds, but that's besides the point.) Anatomy is.. I'm not going to sugarcoat this. Your anatomy is lacking majorly. There are no necks, circle tool eyes, a circle tool head, a literal brick for hair, and arms that look like tentacles.
I have no comment on flat colors.
Soft.. Uh, "shaders", I think that says, makes your character look plastic. Here why: It seems you've only used white airbrush and blend on every part of the character, making everything seem to have the same texture.
Overall, some serious improvement is needed. I'd hate to be offensive, (if I happen to be, I apologize), but you should practice some more with anatomy before moving on to slightly more advanced subjects such as shading. With a little more practice and effort, you'll improve greatly.
